“When I mentioned the rape, I was not joking. Who said I was joking about rape? I was not joking. Listen to the original speech. I was mentioning to the group that day what happened in Bulacan – that even the one-year-old child was slain and raped,” Duterte said.

“So I said, ‘You know, even if you rape a one-year-old or a Miss Universe, just the same, you will lose your balls and I will kill you.’ What’s wrong [with that]?” he added.

The President’s statement came after receiving criticisms for telling his audience in Davao City during on July 14 that he will “congratulate” those who would rape Miss Universe contestants knowing that they will die.

“What I don’t like are kids (being raped.) You can mess with, maybe Miss Universe. Maybe I will even congratulate you for having the balls to rape somebody when you know you are going to die,” he said in front of the 11th Ambassador’s Tour Philippine Reception.

Earlier, Malacañang said that Duterte was making the remark sarcastically, adding that “the majority of the people, especially the masses, really get him” and his way of speaking.
