Facebook page “Dugong Maharlika” just announced what they deemed as “good news” about how President Rodrigo Duterte signed Executive Order No. 201 s. 2016, which provides for the salary adjustment for government workers and allowances for military and uniformed personnel (MUP) in four tranches.
We clicked on the article, which they also published on their own blog at dugongmaharlika.com. The article talks about the increase in the salary for government nurses, policemen, teachers, soldiers, and other government employees.

While this may be true, it is wrong for Dugong Maharlika to claim that Duterte signed EO 201 (Modifying the Salary Schedule for Civilian Government Personnel and Authorizing the Grant of Additional Benefits for Both Civilian and Military and Uniformed Personnel).
It was actually former President Benigno Aquino III who signed EO 201 on February 19, 2016.
The said EO provides for the compensation adjustment for government employees and MUP in four tranches following this schedule:
- Starting January 1, 2016, the first tranche salary schedule for civilian personnel and the first tranche Provisional Allowance, Officers’ Allowance and Hazard Pay for MUP, together with the Mid-Year Bonus.
- By January 1, 2017, the second tranche salary schedule for civilian personnel and the second tranche Provisional Allowance, Officers’ Allowance and Hazard Pay for MUP, the Mid-Year Bonus and half of the enhanced PBB;
- By January 1, 2018, the third tranche salary schedule for civilian personnel and the third tranche Provisional Allowance, Officers’ Allowance and Hazard Pay for MUP, the Mid-Year Bonus and full amount of the enhanced PBB; and
- By January 1, 2019, the fourth tranche salary schedule for civilian personnel and the fourth tranche Provisional Allowance, Officers’ Allowance and Hazard Pay for MUP, the Mid-Year Bonus and full amount of the enhanced PBB.

The Philippine News Agency (PIA) said that the increase is also in line with Duterte’s promise to increase the compensation of the country’s civilian workers and MUP.
“These are the people who help and protect the Philippines. We want them to feel satisfied about their jobs, inspire them to be productive workers and allow them to provide for their families. Raising their wages is only just,” Duterte said.
As stated by Section 16 under EO 201, the DBM released guidelines regarding the implementation of the Order’s provisions, hence the Department of Budget and Management (DBM)’s issuing National Budget Circular No. 568 and Local Budget Circular No. 113.
This is not the first time Dugong Maharlika has made a wrong claim. We busted them for falsely claiming that a February 2016 fire truck turnover ceremony happened in July 2016 and for insisting that the hoax article about African presidents calling Duterte their “hero” is true.
