Roxas dared Duterte.
“Mayor Duterte, I dare you. Kung may maipapakita akong tao, pangalan, ospital na talagang natulungan sa Davao City, ikaw ba’y aatras? Kasi ang problema ditto, kung hindi pinasok at hindi mo pinaniwalaan ang actual na facts, na datos ay babaliwalain mo. Ito ang mga katotohanan. So d’un tayo sa katotohanan. H’wag nating lokohin ang ating mga kababayan na walang nangyayari. Ang katotohanan ang pinakabasehan ng kahit anong pamumuno. Ang katotohanan ang basehan ng ating tiwala sa isa’t isa.”
It turned out that Davao Regional Hospital was among the PhilHealth-accredited hospitals in the city. As of December 2015, the hospital has received 43 unique Z-Benefit claims alone, amounting to Php9,375,000.00 of benefits.
The Z Benefit Package is being offered to PhilHealth members to address health conditions that trigger prolonged hospitalization and very expensive treatments.

And for the month of January alone this year, at least 46 Davao City residents received medical assistance through the Department of Health. (source: DOH)
Interestingly enough, Rodrigo Duterte doesn’t seem to align his argument with her daughter, Sara. In one of the State of the City Address of then Mayor Sara Duterte, she highlighted Davao City Health Office (CHO) as being tasked to schedule medical caravans in every barangay at least once a year and maximize its use of new Mobile Hospital through the help of Philhealth. And to quote,
On the accreditation of our health centers, the Tibungco Lying-in Clinic, Paquibato District Hospital and 16 other rural health units and dispensaries have been accredited with PhilHealth for Primary Care Benefit Package, making the city’s healthcare programs more accessible to those who are enrolled in the Philhealth Program.
So, what was Duterte referring to when he said “Wala sa Davao.”?
