President Rodrigo Duterte said that a way for the allies to prove their friendship with PH is through building rehabilitation centers for drug addicts.
During the 115th anniversary of the Philippine Coast Guard, President Duterte presented in his speech the news about China building a “mega rehab center” in Nueva Ecija. Some of the guests who attended the event were US Coast Guard officials.
“If you are a friend, if you are an ally, if you are joined by a Western alliance, you should do this,” he said in his speech while showing the people a newspaper with a photo of the drug rehabilitation center that had been funded by China.
“This is how you treat your friends. You do not go about reprimanding,” he added.

The “mega rehab center” that is being built in a military camp in Nueva Ecija is a facility that can house 1,600 people and will be completed by the 15th of October. It is built on a 75,000 hectare land located in Fort Magsaysay in the said province.
On Wednesday, Health Secretary Paulyn Jean Ubial said in a press conference that 50% of the facility has already been built. The construction kicked off last July 2016 but full constructions had not started until September when Ubial met with Huang Rulun, the Chinese businessman and philanthropist who donated for the building, in Beijing China.
After signing a deed of donation with Rulun, there had been a partial turnover of 2,500 bed facilities. The remaining 7,500 shall be donated on November 16 which would total it to 10,000 bed facilities.
The Health Secretary revealed that Rulun had met Duterte three times already. Two times during the presidential campaign and once after he has been elected.
Furthermore, Ubial talked about the other amenities revealing that the right wing of the building can house almost 1,000 in-patients and other offices. The right wing is ready to be furnished while the left wing, which will be the female dormitory, is still under construction.
Construction of the rehab facility will be done by October but Ubial said that it will not be operational until the first week of November.
