Senator Francis “Kiko” Pangilinan said on Monday, October 3, that President Rodrigo Duterte’s campaign against drugs may not work, seeing as how it did not work in Davao City, where he was mayor for 24 years.
“If Davao City anti-illegal drugs campaign did not succeed in stamping out and eliminating pushers and addicts in Davao City under President Duterte’s 24-year stint as Mayor, what makes us think that the nationwide campaign against illegal drugs will succeed in 6 months (extended to another 6 months)?” Pangilinan said on his Twitter account.
Pangilinan cited how more than 4,000 drug addicts and pushers surrendered in Davao City in July 2016 due to the nationwide implementation of OPLAN Tokhang.

He even provided a link to Sunstar Davao reports “More drug surrenderees in Davao City” and “39,127 drug surrenderees in Davao.”
Pangilinan then expressed his doubts on whether Duterte’s nationwide campaign against drugs will succeed within 12 months of his presidency, as he promised.
“If a mailed fist policy against illegal drugs did not succeed in eliminating the drug menace in a smaller area (one city) over a longer of time (24 years), why will it succeed in a larger area (the entire country of over 100 cities and over 1000 municipalites) in a shorter period of time (3 to 6 to 12 months)?”
He then suggested to “rethink the current approaches,” adding that the Filipinos deserve campaigns that work.
