PDEA Director General Isidro Lapeña confirmed that Cebuano businessman Peter Lim exposed by President Rodrigo Duterte as a Triad leader is the same Peter Lim on their agency’s list of drug lords.
Lapeña made the confirmation on July 28 in ABS-CBN’s “Bandila” program.
He said that as per Duterte’s order, PDEA has already submitted a list of drug personalities considered as high-value targets, adding that they have caught some people that figured on the list. He also said that there are also politicians in the list.
Lapeña explained that PDEA’s target list consists of reports that have been “validated.” He said that the people in the list will be subject to “negation operations,” which meant that the authorities would try to obtain evidence against them or arrest them and establish a case against them.
Asked whether PDEA’s list contains a certain Peter Lim, Lapeña said “yes” and went on to confirm that he is the same man who met with Duterte in a bid to clear his name.

Why wasn’t he arrested? The PDEA chief said that during Lim’s meeting with Duterte, there was no warrant of arrest issued against him. He added that the investigation is ongoing and that Lim won’t be able to get out of the country even if he tries to because he is on the watch list.
You can see this part about the confirmation of Peter Lim as a drug lord in PDEA’s target list in this video, at around 4:44:
Lim went to Davao City to meet with Duterte on July 15 and the President advised him to submit himself to an investigation. Days after that meeting, photos of Duterte and Lim attending the same wedding in Cebu surfaced.
